Melanie Lynskey plays Ruth, a depressed hospital worker increasingly disturbed by the oblivious carelessness of the world around her. Her house gets burgled, but the local cops are uninterested in devoting any detecting resources toward the crime.

So Ruth starts investigating on her own, asking her neighbors if they noticed anything. Eventually she gets to Tony (Frodo himself, Elijah Wood), equally alienated from society, but the only person slightly sympathetic to her plight. When she gets a clue as to the perpetrators, the cops won't respond, but Tony will. They set out on their quest that leads them to encounter a lot of bizarre people, and eventually pits them against a team of degenerate criminal scum. Which is more than they bargained for. Things eventually turn very violent.

Things kind of drag around the middle, but I found Ms. Lynskey to be pretty good as someone Mad as Hell and Not Gonna Take It Any More. One of the evildoers is played by Jane Levy, who played that nice girl Tessa in the TV show Suburgatory a few years back. I didn't recognize her at all.
